7pm ALFY'S pizza in Sohomish, Panther Room, I do not know whats on the agenda, but I can presume a couple things, such as sac-up, Isabelle, and we need an update on the bylaws, as well as did we, or are we going to hold elections again now that we are in a new year?

I believe we need to come up with something more perminant on Sac-up.
As far as Issabelle, I believe mark and Karl had something on going as far as planning for its repair. My only question is, has anybody been farther up to see what the rest of the trail is like? Being there could be bigger problems father up the trail.

Volunteer Hours for DNR

Just a reminder that RTW has committed to the DNR 2000 hours of volunteer work for EDUCATION purposes over the next two years. Their grant was based on this commitment, so we now need to hold up our end of the deal. I want everyone to keep a log sheet in their rigs and fill it out for any education purposes up there. That includes anytime you are out there and you tell people about proper trail usage, DNR rules, general wheeling stuff like proper winching, etc. And also include your travel time to the trail from your home. This is very important and a big challenge for us, so we need everyone to participate in this.

I am having Toni update our website with a copy of the volunteer sheet used to log your hours. So please visit the website (not the forum) for a copy. www.reitertrailwatch.org

I ran a few numbers to break this down into more bite sized pieces. We have about 40 members in RTW. That means per year, each member needs to volunteer for 25 hours. That equates to just over 2 hours per month. When you include your travel time, for most people that means only about an hour of actual volunteer work a month! I know we can do this. I think our biggest challenge will be getting EVERYONE to participate and EVERYONE to fill out and submit the time sheets. So let’s get after it!

DNR Announcements

In attendance from the DNR was Kim Gunter, Trail Warden; Candace Johnson, Asst. Regional State Land Mgr.; David Way, Reiter Area Recreation Mgr. Many of you already know Kim and her role and involvement at Reiter. David is new to his position and it was tied to the grant money referred to above. You will see him more often at Reiter as they are going to have a greater presence now. Please say hi to David and he asked if he could ride along with people from time to time to see areas that they don’t want to take the DNR vehicle. So if you have room, please offer him a seat if you see him up there. He gave us his cell phone, so if you need to contact him for any reason, it is (360) 333-5741.

In addition to introducing David, Candace spoke and made some announcements that we all need to be aware of. During the last legislative session in Olympia, the legislators approved a grant request by the DNR that included a provision to study the Reiter Trails area. At this time, they are starting to get the word out and want to create a task force of all stake holders. On February 12 they will have a kick off meeting in Monroe (details to be announced later) to formalize their ideas and seek input from the public on this study. I encourage everyone to attend and spread the word when we get it. This is perhaps the biggest development in what happens in the future at Reiter, so here is our chance for our voices to be heard.

A little more detail she shared on this task force is worth mentioning, and frankly some of it is very concerning. As mentioned earlier, she is looking for one representative from all the stakeholders at Reiter. She listed off several, and I’m sure there will be more. But here is the list she told us: 4x4, dirt bike, quad user groups, equestrian, State Parks, Forest Service, Bonneville Power, and a representative from the environmental community. Of course this last one really concerned everyone. Candace stated that she understands our concerns, but feels it is important to engage them in the process now, rather than fight them later when they find out through the grapevine. I asked her about the DNRs agenda and stated that it is important that any environmental representative understand how this land is being used today. That this is not new ORV area. She agreed and said that the DNR recognizes the importance of recreation on their land. We’ll see, but I know one thing, not being involved in the process is not an option if we want our voices heard.

Much more about this in the future when more details are know, but it is clear that Reiter is now on the radar and things will likely be changing up there in the future. Hopefully for the better. Our continued involvement and good relationship with the DNR is imperative to ensure we have a say in the future of Reiter. They expressed clearly they understand the need for ORV recreation in the area and the negative impact to places like Walker if we lose Reiter.

Final word on this issue, and this is more my commentary. When Candace was explaining this, I could just hear all the voices right then blaming RTW for all this. Once this spreads on all the forum’s I am certain people are going to jump on the band wagon trashing RTW for this. Let me say this loud and clear, this has nothing to do with RTW and the work we do at Reiter. At no point in time has any of this ever been proposed by RTW. RTW has consciously been silent on the whole ORV Park at Reiter issue. I doubt this will stop all the naysayer’s, but the facts are that the grant was awarded to the DNR by their own request. The legislature approved this, not DNR and certainly not RTW. My own personal opinion (not RTW’s stance) is that over the long, long term, like 100 year plan, making Reiter an ORV Park is the only way to ensure we still have it as a play place. As development and continued environmental pressures continue over the years, it will only get more difficult to keep Reiter open without ORV Park status. When the right time to start that process is anyone’s guess. But it is completely false to say this was RTW’s idea.

Isabelle

The trail damage at Isabelle was discussed with the DNR and some pics of the area were shown to them. We asked them for guidance on how to address trail fixes and they said they wanted to go up and look at it before commenting. They do not have budget for this, but willl to allow us to do the work if can come up with the labor to do it. They will check on any available materials we might be able to use.

Sac Up

We also discussed the need for more repair work at Sac Up. Much of our recent work was destroyed already. DNR is aware of the work we have done there and is grateful of our efforts. A more permanent solution is being sought and David said he is interested in doing more patrols of that area. I would encourage people to take pics of anyone doing damage or running the illegal by passes and reporting them to the DNR. If we don’t police ourselves, that trail will get closed.

We also discussed the need for a Jan. work party. A thread on the forum will be started to get that rolling.

I am tied into WOHVA and Rick Rice sends me stuff from NMA once in awhile. He's their land use guy. I am not sure if they know about this place, but they know about RTW.

Tod we have members in RTW that are part of WOHVA thru PNW4WDA. We haven't really discussed joining WOHVA, but I'd love to invite a rep from WOHVA to one of our meetings to share info. and see if it's something the group wants to do.

What do you enjoy about Recreating in the Reiter Foothills? What kinds of recreation do you currently do? In what locations?

Recreation Enhancement
What kind of opportunities are there to enhance recreation in Reiter Foothills? Where?

Planning
· For planning purpose ORV needs to be recognized as an existing use that has occurred for more than 40 years within and beyond the planning area.
· Lost use of P-5000 area & Sultan Basin with out the public involvement, and recognize planning area for what it is, that 99% of it use is motorized Recreation, not multiple use.
· Bridge at May Creek is needed
· Have a gate keeper concept like walker.
· Allow night 4 wheeling
· Set up system that allows for volunteers to maintain trails (in cooperation with DNR)
· Take advantage of volunteer skills and abilities by providing easy access to maintenance equipment and supplies
· Provide for safety and equipment use (Chainsaw) training to meet L&I requirements
· Public involvement
· Allow trail changes to conserve areas and provide areas for re-growth
· Donations Signs
· Habitat conservation

Education and Enforcement
· Enforcement at night

· Camping could be good source of revenue

Parking and Staging Areas
· Need Wallace Falls Maine line parking area to access west of WFSP.
· Need RV round about
· Improved staging areas
· Important to have safe nice staging areas
· Parking lot needs to be leveled up
· Toilets and facilities at staging areas
· Enhancing signage in parking areas
· Trucks create huge mud holes
· Split parking into two parking areas for horse trailers and ORV trailers

Signage
· Add road signage (who yields)
· Clearly mark state boundaries

· More guard rails in pit areas or have designated entrances
· Make a trail connection between lower and upper pit
· Leave the Reiter pit area alone but keep patrol for illegal activities

Recreation Challenges
What are the most pressing issues and or concerns that need to be addressed to ensure long term recreation opportunities at Reiter?


Planning and Maintenance
· More opportunity for public involvement and feed back
· Habitat conservation, environmental damage reduction and protection
· Draft plan should consider input from users
· Don’t over regulate.
· Equal user fees for all. (ORV tab fees, but no cost to non- motorized.)
· Make sure you maintain what’s built
· Concern at to what DNR will do if Reiter is not managed
· Concern for what the ultimate plan will be? Ensure that recreation use is planned and managed.
· Allow for all clubs to seek expansion of the trail system.

Access, Trails and Use
· Places to ride horseback, free of traffic and motorized trails
· Make the area “official RV” park
· Need more Mountain bike trails
· Emphasis on multiple use trails to maximize use.
· Try to spread trails over large areas to minimize impact.
· Shouldn’t have dedicated trails- share the area.
· Motorized use on designated routs only.
o Decommission unauthorized motorized routs. (With unsuitable soils, etc.)
· Reduce user conflicted by having designated areas for users like Tahuya. (By blocks) -4x4 has taken over too many motorcycle trails.
· Provide gated access (to open gates) for areas to the north part of planning area.
· Solid trail design-More sustainable.
· Reiter is being loved to death. (Too concentrated and not designed that way)
· Concerns for loss of existing ORV trails at Reiter to non-motorized use.
· Allow no trail hikers- safety concern in ORV areas
· Wild Sky Wilderness must be protected from motorized access
· Make more areas on the west side to help with over crowding

*The October cleanup was scheduled for the same weekend as the Trophy Challenge so the cleanup has been moved to September 28th.

*DNR – Dave from DNR attended this meeting. He talked about all the positive feedback, from all sides, that the DNR received from the public meeting held back on the 12th. He is also working on getting more info regarding a trail maint class for Reiter. There is also a possibility that he may be able to apply for a grant through the DOE to get money for signs. And as always a reminder to TRACK YOUR VOLUNTEER HOURS!

It was a good meeting and We are having a June work party to repair BYS and maybe the big hole on the wall trail near the creek crossing.

WE did also have elections last night and now Don is President, My self Kat is V.P., Kelly still secertarty, and Crash is Tail boss.

I would like to go but I work swing shift so I cannot make it. I was wondering why the 6th for the work party. I would have picked the 13th or something. That is a 3 day weekend so there will be very little people there to help out and could have alot of people wanting to do trails.

at this point we are waiting for the DNR to schedule a work party, but there is some work that needs to be done to the lower section (read entrance) of cable trail, crash was not present to help us schedule a work party, but hopefully he can chime in and we can get one going

Hi guys!

Since there will be no meeting, I have a question to ask of you all:

I have three large signs that I need to put up at the three main entrances into Reiter. They are metal cautionary signs that say "Unmarked Hazards Ahead". The purpose is to notify users of potential hazardous features on the various routes.

How about Sunday December 14th? It would be great to have 4-5 volunteers to help me out.

As I posted before, I am going to be putting up some signs on the three entrance roads into the Reiter Trails area. I will be bringing the bobcat down so we can dig holes with the little backhoe end of it. This will certainly beat digging holes with a post hole digger. If anyone has a better idea, let me know ASAP.

I will plan on being at the main parking area off Reiter Rd at 930 AM. It sounds like there will be a few folks available to come and help out. Thanks a bunch to those of you who are always willing to help!
